I dont think there is anyway this is a kernel issue.

>From within xfbbC I can go into the gateway and successfully connect
out to both of my vhf ports and the HF port that doesnt wan to connect 
outbound when I initiate forward to specific bbs's.

so fbb can talk to each of the ports okay.

What is even more confusing, If I take one of the bbs's that I forward 
with on a vhf port, and change  the forward file to use the HF port. That 
bbs 
will transmit out on the HF port.
I'm thinking I've got something configured wrong with a .sys file related 
to the HF stations I work with.
It is too late to be thinking about this tonight. I am going to bed. HF 
can wait for another night.
