As far as I know, it has always been done that way since I got
started in the early 1990's.
 
It's not a question of secrecy, but targeting the message to the
intended recipient.  A P-type message to sysop will show up in
each sysop's mailbox, but a Bulletin will not.  Each sysop would
have to be sure to look at all their bulletins for anything to
sysop as a bulletin.
 
Some people have pointed out that P type messages are forwared
along certain specific routes, while Bulletins are flooded to
any and all other systems that each BBS has a path to, and
therefore P type may not get through if some paths have dropped
out.  That's true for a P message to an individual at a given
BBS, but a P type with a flood designator (as opposed to a
specific BBS) is supposed to be flood forwarded like any other
bulletin.  The difference being, a flooded P message to sysop
will show up in each sysop's mailbox, whereas a bulletin will
not.
