May be it was true in early years of development of BBS software.

On most popular BBS software with SYSOP bulletin its depend on config
setting, copy or not to copy SYSOP bulletin to local sysop's mailbox!

That option present for years in F6FBB, JNOS software and
maybe in other BBS software as well.
So there is never late to re-read manuals! :-)

Agreed on Flooding P-type is not follows common bbs specs and not specified
in most known "packet handbooks".
More over that messages looks like a step before to flood all P-mail
between all mailboxes and forget all H-routing.
Hope it will never happens.
