The future committee of the International Amateur Radio Union has presented a proposal to restructure the IARU
This year marks the centenary of the IARU. For the last 100 years the IARU has enjoyed unparalleled success in representing the amateur radio services at the international and regional level. The proposed reorganization is intended to ensure the IARU can continue to enjoy the success it has by changing to a global structure that can better respond to the changes Amateur Radio will face in the future.
The WIA has been a member of the IARU since its inception. The WIA was a founding member of IARU Region 3.
Since the inception of Amateur Radio, it has and continues to evolve. This proposal sets out the rationale for why IARU needs to change. The proposal is to bring the global IARU and the three regions into a single entity while keeping much of what we do well unchanged.
IARU will still represent the amateur radio services at the ITU and RTO level, but bringing these activities under a single umbrella the proposal suggests, will result in a more efficient organization which is better able to react to global challenges. The reorganization will also make IARU more democratic with directly elected officers and a governing board together with committees having global participation.
All member societies were encouraged to review the proposal and to submit a response to the IARU.
The Wireless Institute of Australia in its submission indicated the need that any restructuring must strengthen, not weaken, regional diversity and responsiveness. We also indicated that the current proposal does not do that.
After thorough review of the proposal, the WIA acknowledges several potential benefits that an organisational restructure might deliver, however we highlighted several serious concerns and potential drawbacks, particularly from the perspective of Region 3 and our national context in Australia. These shortcomings included:-
1. Risk of Regional Underrepresentation and Loss of Regional Identity
2. Financial Implications and Equity Concerns
3. The advantage and disadvantage of Virtual Participation
4. Increased Administrative Burden and Transition Risks
To support a fair and effective transition, the WIA recommended:
1. Guaranteed Regional Representation in all major IARU committees.
2. Retention of Region-Specific Advisory Groups under the new structure to maintain local expertise and responsiveness. Especially in those groups which are active in the RTOâ€Ös as part of World Radiocommunication Conference preparatory work.
3. Tiered and Flexible Fee Structures that account for local economic conditions.
4. Safeguards for Virtual Participation at assemblies, including equitable voting mechanisms and transparent procedures, and review the time between meetings to determine the optimal interval.
5. Clarity on the Legal and Financial Transition Plan, particularly regarding the treatment of regional reserves.
6. Consideration of and consultation on Regional Impacts before any irreversible steps toward asset transfer or legal consolidation.
The WIA remains committed to the mission and success of the IARU. However, unless and until our concerns are addresses in detail we are not in favour of the proposal as it is currently presented.
The WIA considered that an alternative interim way forward might be to harmonise the current three regions, by committee names, scope, positions, and titles. Committees need to work together wherever possible across regions. As a first step we propose that the IARU should begin by harmonising band planning across all 3 regions.
