The FBB forwarding protocol (used by FBB and also by many other programs)
is specified at http://www.f6fbb.org/ in the technical information area.
The length of a message is included as part of the proposal, used to
initiate the transfer. Although there is no size limit defined for this
field, the "offset" field of the protocol IS defined as having only up
to six digits. So a transfer of longer than 999999 bytes could not be
restarted after that point, making this the effective maximum of the protocol.
 

All programs using the protocol should conform to it, so should allow the
same maximum. Note the word "should"! 

In reality of course, practical maximum sizes will be far less, due to
slow RF links etc!
